"Vehicle location sharing settings has changed" - re: Voice Recognition Sharing

I recently changed some OnStar services and since that change I've gotten 2 emails now stating "The Vehicle location setting has changed in your <vehicle>". The email says to go to Settings then Privacy to confirm changes. I didn't make any changes myself so this must be related to something OnStar did for/to me. Under the Privacy settings there are two on/off choices (1) Location Services and (2) Voice Recognition Sharing. Does anyone know what having these "on" really does? The VR Sharing one sounds creepy to me so I thought I'd see what I could find out.
